The problems tape heads have with low frequencies are
wavelength-related; when the wavelength on tape is comparable to the
size of the head, problems (head bumps, etc.) ensue. Playing back a tape
at half-speed doesn't change any of the wavelengths recorded on the
tape, just their frequencies. The heads whouldn't have any more problwms
than they do at normal speed.
The repro electronics, particularly any transformers in the signal path?
Now, those are a different story.
