As with any DTD, all TEI documents can, when fully normalized,
be delivered as XML documents. The TEI architecture work group
is examining the tradeoffs involved in making an XML version of
the TEI DTD, but has not reached a result yet.
We have not been moving very fast, perhaps because all of the browsing
and authoring software I know about that handles DTDs at all handles
full SGML, so there doesn't seem to be an enormous rush. If having
XML document instances is not enough, and you really really have to
have an XML DTD, let me know (off line is probably best) and I'll try
to light a fire under the architecture work group.
