Vacancy Announcement
Scholarly Communication Librarian
(New Position)

The North Carolina State University Libraries invites applications and
nominations for the position of Scholarly Communication Librarian.  The NCSU
Libraries is dedicated to the promotion of the fundamental role of scholarly
communication in a major research university, particularly in the emerging
digital publishing environment. This commitment is embodied in the creation of
the new position of Scholarly Communication Librarian. The ideal candidate is
a librarian with a law degree who would take leadership in safeguarding the
role of the NCSU Libraries in the scholarly communication process, including
promotion of its full rights, as well as those of the creators, disseminators,
and users of scholarly information, under the fair use section of the
copyright law.  With the active endorsement of NC State University  faculty,
students, and administration, the Libraries has established a Scholarly
Communication Center to offer guidance on university policy to the Libraries
and to faculty, students, and staff on matters pertaining to scholarly
communication, such as copyright and fair use, database licensing, and user
privacy issues.  Housed in an area of the library newly renovated and
dedicated to digital initiatives, the Scholarly Communication Center benefits
from adjacency to the Department for Digital Library Initiatives, Information
Technologies Teaching Center, Scanning and Digitization Laboratory, Learning
Technologies Center,  and NC State's Center for Teaching and Learning.


Responsibilities
Reporting to the Vice Provost and Director of Libraries through the Associate
Director for Administrative Services and Organizational Development, will
establish and serve as director of the Scholarly Communication Center.   Has
six main areas of responsibility:   (1)  Provides guidance to the library
staff on matters pertaining to scholarly communication.  Serves as the
Libraries' primary resource on fair use and other copyright issues as they
relate to library collections and services, provides  Libraries' position and
proposes desired language, when warranted, on database licensing and user
privacy issues.  (2)  Provides guidance to faculty and others in the NC State
community on scholarly communication matters.  Works with faculty on an NC
State copyright ownership policy; helps faculty, students, and staff
understand and apply the concept of "fair use"; and helps faculty, students,
and staff  with obtaining copyright permissions.  (3)  Serves as a resource
for and educator in scholarly communication information for the entire campus
community.  Sustains development of the Libraries' scholarly communication Web
site (http://www.lib.ncsu.edu/issues/SChomepage.html) and organizes
educational forums on scholarly communication topics as they relate to
academia and to research libraries.  (4) Represents, along with the director
of Libraries, the interests of the NCSU Libraries in the development of
university policy related to copyright and user privacy issues.  (5)
Represents the interests of NC State and of the research library community at
the national level.  Actively helps to shape national policies relating to
scholarly communication to ensure that scholars, students, and libraries in
the digital environment retain the full benefits of legal protection under
copyright and fair use.  (6)  In carrying out all of the above, works in close
consultation and cooperation with the university's Office of Legal Affairs.
The Office of Legal Affairs is the only university office that provides advice
on legal matters.

Management responsibilities for the center include setting and assessing
goals, providing direction, communicating priorities, establishing and
revising policies and procedures, coordinating its work with the rest of the
Libraries, and supervising a part-time secretarial support position.  Works in
close consultation and cooperation with the NC State Legal Affairs office.
Serves as an ex-officio member of the Scholarly Communication Subcommittee of
the University Library Committee.  As appropriate, coordinates work with the
Triangle Research Libraries Network.  Participates in library-wide planning
and serves on library-wide committees and task forces.  Is active
professionally and contributes to developments in the field.

Qualifications
Required:   ALA-accredited MLS or J.D. Minimum 3 years of successful
experience in a large research library with emphasis on faculty interaction on
matters of scholarly communication.   Demonstrated expertise in the legal and
regulatory issues associated with intellectual property and copyright,
particularly as they involve the creation, dissemination, and use of digital
information resources.  Demonstrated ability to represent the interests of the
academy in scholarly communication issues, based on solid understanding of the
technical, legal, and information policy issues relating to intellectual
property and their impacts on the nature and conduct of scholarly inquiry and
instruction.    Excellent oral and written communication skills.   Excellent
interpersonal skills and ability to work well with and to lead faculty,
students, and academic administrators.  Significant involvement in pertinent
professional organizations.

Preferred:   ALA-accredited MLS and J.D.  Significant experience with
scholarly communication issues as they relate to research libraries.

The University and the Libraries
North Carolina State University is located in Raleigh within the Research
Triangle.  This region of North Carolina encompasses one of the nation's
premier concentrations of academic, corporate, and public research.  The

As one of the nation's outstanding land-grant universities, NC State offers
degrees through the Colleges of Engineering, Agriculture and Life Sciences,
Physical and Mathematical Sciences, Humanities and Social Sciences,
Management, Education and Psychology, Veterinary Medicine, Forest Resources,
Textiles, and the School of Design.  As the largest academic institution in
the state, NCSU enrolls 27,000 students and offers doctoral degrees in 53
fields of study.  The university ranks eighth nationally in research support
from private industry and twelfth in the number of patents awarded.
The university is currently supporting faculty with development grants to
support 25 new Internet courses for delivery in the fall of 1997.

The library system consists of a central library and branch libraries for
design, natural resources, textiles, and veterinary medicine, and maintains an
affiliation with a separately administered learning resources library and
African-American Cultural Center reading room .  With a staff of 300 FTE, the
Libraries has over 2.5 million volumes in its collection, and acquires more
than 21,000 current serials, and a total annual budget in excess of $17
million, with over $7 million allocated to collections.
The Scholarly Communication Center will be located adjacent to the Libraries'
Learning Technologies Center,  the Department for Digital Library Initiatives,
the Information Technologies Teaching Center, a scanning and digitization
laboratory, and the university's Center for Teaching and Learning.


The NCSU Libraries is a founding member of SOLINET and a member of the
Association of Research Libraries and the Center for Research Libraries.  Duke
University, the University of North Carolina at Chapel Hill, North Carolina
Central University and NCSU form the Triangle Research Libraries Network, with
combined resources approaching 12 million volumes, and collections budgets
totaling more than $22 million.     There are law schools at all three
neighboring TRLN partners, while UNC Chapel Hill and N.C. Central offer
ALA-accredited library degree programs as well.

Salary and Benefits
The Libraries offers a competitive salary commensurate with experience.
Librarians at NCSU have academic status without tenure or rank.  Benefits
include:  26 days vacation; health insurance (comprehensive major medical or
HMO), and TIAA/CREF, state, or other retirement options.  Additional and
optional dental, life, disability, deferred compensation, and legal plans are
available.  Tuition waiver program for all campuses of The University of North
Carolina is available.
