The attached update was given to FLICC members in their packets at the
June 7 FLICC Quarterly Meeting.

It has been edited slightly, e.g. to indicate that NetLibrary and ISI
Web of Science are now available.  (For more information on these

FNO Report

Conferences:

        FEDLINKis staffing a booth at SLA (Booth #144). Attending SLA
are Susan Tarr, Dave Pachter and Mary Wilson.

        At ALA, we will present an update in LC's exhibit theater in
Booth #705, at 3:00 p.m. on Saturday, June 16, and again on Sunday,
June 17.  Members and vendors are invited to attend.  Attending ALA
are Georgette Harris, Anne Harrison, Steve Kerchoff and Lynn McDonald
from FNO; Ruby Thomas, Fiscal's Member Services Coordinator; and Joan
Fitts, head of the FEDLINK unit in Library of Congress Contracts &
Logistics.

        Kathy Eighmey reported at the Medical Library Association's
federal session.

Procurement and consortia:

        Uncover was purchased by Ingenta, the global research gateway.
 We have been working with Ingenta to novate the agreement.  They also
have indicated they could offer expanded services options, e.g.,
electronic desktop document delivery services.

        NetLibrary has responded to the open RFP for online services.
Their eBook services are now available under service ID "NE."

        ISI added online services, e.g., BIOSIS, TOCs, etc., and
consortial options for Web of Science.

        MCB is offering our consortial federal price through your
normal subscription channels.  If you have questions, please contact

        Several legislative branch consortia are operating and
expanding.  An Army consortium for ProQuest is established.  Similar
agency-wide consortia for various services are under discussion with

        We are negotiating with INSPEC for a consortial offering.

        OCLC made a limited offer for a FirstSearch subscription
consortium.  We are working with OCLC to identify current customers
who could save money under the arrangement and will advertise it to
all FEDLINK members soon.  Contact Steve Kerchoff at 202-707-4854 or
[log in to unmask] .  As usual, OCLC prices go up slightly July 1, affecting
all services including FirstSearch.

        Members with accounts over $100,000 received evaluation forms
from LC Contracts & Logistics.  Please be sure to complete and return
these forms as they are very useful in spotting problem areas, and for
documenting good service in the official contract files.  Members with
smaller accounts are welcome to request an evaluation form for any
FEDLINK vendor service.


Training:

        An agreement with BCR (Vendor ID BC) includes instructor-led
web-based workshops.  See the BCR home page for more information:
htt://www.bcr.org/workshop.distance.html .  FEDLINK trainers have
sampled some of the courses, believe they are a viable alternative to
some face-to-face workshops, and are interested in members' reactions.

        We would like to thank Robert Ellett, Chief, Cataloging
Branch, Armed Forces Staff College, who will teach Original Cataloging
on OCLC and OCLC Authorities at the FEDLINK office this summer.  (See
the FEDLINK home page at  http://lcweb.loc.gov/flicc/oclcform.html .)
We appreciate how his expertise and time will supplement FNO staff
resources.  Robert is also one of FEDLINK's OCLC Users Council
Representatives.

OCLC

        FEDLINK Users Council election results have appointed Carol
Bursik, USGS, as the new representative.  Ken Nero, NRLB, will serve
as an alternate.  We would like to thank Arlene Luster, PACAF, for
completing her three-year term at the May 20-22, 2001, meeting.

        At the Spring FEDLINK OCLC Users Meeting on April 17, the
results of the OCLC Users Council Governance Study were explained by
George Needham, OCLC Vice President for Member Services.  He also
outlined OCLC's strategic plan for the the next three years, during
which OCLC will expand use of WorldCat as a base for better control
and access to electronic resources.
        For example, OCLC has worked with GPO on specifications for a
digital archiving service that will create metadata and help manage
the workflow for digital preservation, and allow for archiving at OCLC
when required (e.g. when alternative archival storage arrangements
cannot be made).  This expanded use of the CORC system will be
explained at ALA (see OCLC's home page at
http://www.oclc.org/events/ala/ ), and was outlined recently at the
Permanent Public Access meeting sponsored by GPO.  OCLC plans now to
launch a pilot project with GPO and possibly other federal agencies,
and with some state libraries, to test and offer suggestions for
further development of such a service.
        At the February FLICC Quarterly meeting, we explained the
Collaborative Digital Reference Service (CDRS; see
http://lcweb.loc.gov/rr/digiref/ ), for which LC began development and
for which OCLC is now providing infrastructure support.  Libraries may
register to attend a session at ALA (https://www3.oclc.org/app/cdrs/
)at which they can examine CDRS more closely and provide feedback.
FEDLINK staff expect to invite federal libraries to sessions at LC
this summer, at which they may examine CDRS and find out how to
participate in the pilot while it is free and input is being sought to
shape the service.  Watch for announcements on our electronic lists
soon.

        Suzanne Pilsk, Cataloging Services, Smithsonian Institution
Libraries ([log in to unmask] or 202-357-3161), is the first chair of
the international OCLC CORC Users Group.  The group met in Columbus
April 29-May 1.  Questions about CORC should be directed to Anne
Harrison at 202-707-4834 or [log in to unmask] .

        In April, FEDLINK held demo sessions on CORC and two new OCLC
products, OCLC WebExpress (contact Dave Pachter at 202-707-4852 or
[log in to unmask] and ILLiad (contact Georgette Harrison at 202-707-4850 or
[log in to unmask] .)
        FNO has two positions which we have requested LC to advertise
later this summer, an OCLC Information Specialist and an entry-level
Network Librarian.  LC has an online job announcement board:

replace Ava Everett, who took a professional librarian position in
LC's Copyright Acquisitions office, working for Jewel Player.  Patrick
