How and Why to Use FEDLINK in FY2000

Please join us for FEDLINK's annual briefing on how federal agencies and =
federal contractors can use FEDLINK to simplify acquiring online informatio=
n, publications, and library support services for their libraries and =
offices. Designed both for new and experienced FEDLINK customers, the =
session will answer:

* What does FEDLINK do? Under what authority? Bywhat contracting rules?

* What are the costs and benefits of using FEDLINK?

* What's new for 2000? What about serials competitions?

* How can we manage our services to get the most for our agency dollar?

* How can we benefit from competition within the FEDLINK framework?

* How can we form a consortium of federal libraries or agencies?

* What should we do with publications license agreements?

FEDLINK fiscal staff, LC contracting personnel, and FEDLINK network =
program specialists will be available throughout the day to answer =
questions for individual agencies. Please invite your agency contracting =
or finance officers and any others who will be using FEDLINK services and =
may have questions about the program.

FEDLINK Fundamentals
Morning Session=AF9:00 a.m. to 12:00 p.m.

The first half of the day is designed for:

* new, current, and potential members interested in evaluating the costs =
and benefits of using FEDLINK;

* staff members who handle FEDLINK services, IAGs, and accounts;

* contracting officers who need to know the authority, scope, and =
contracting framework of the FEDLINK program; and

* finance personnel who have questions about FEDLINK interagency funds =
transfers and invoice payment processing.

Beyond discussing what's new and reviewing FEDLINK's FY2000 fees, =
presenters will discuss the FEDLINK mission, services, contracting =
methods, transfer and direct pay options, and demonstrate the program's =
potential costs and benefits. The morning will also highlight FY2000 =
registration procedures, IAG management, payments and amendments, refunds, =
electronic funds and data transfers, member/vendor relations, and =
pro-active account management.

Services, Competition, Consortia and Licensing
Afternoon Session=AF1:00 p.m. - 4:00 p.m.

The second half of the day is designed for librarians and contracting =
officers who are:

* competing their agency's FY2000 serials subscription requirements =
through FEDLINK;

* considering competitions for other agency requirements, e.g., books and =
databases;

* trying to get deeper discounts and broaden library services by joining =
non-federal consortia or by forming consortia within the government;

* negotiating, signing, and managing licenses for electronic publications.

FEDLINK serials contracting officer's technical representative (COTR) Lynn =
McDonald will update attendees on the status of FEDLINK serials competition=
s for FY2000, provide tips for describing serials technical requirements, =
guidance for people who have elected to conduct competition on their own, =
and suggestions for administering your serials contract. Meg Williams, =
FEDLINK Program Specialist, will describe ways members can get deeper =
discounts on FEDLINK services by competing individual requirements and =
taking advantage of consortial pricing. She will also explain how to use =
the FEDLINK IAG/account structure to form federal consortia and lead a =
discussion of licensing issues and solutions for federal libraries. =
Finally, the FEDLINK contracting officers, program specialists, and fiscal =
managers will join in for a question and answer session.
