The Ralph J. Bunche Library at the U.S. Department of State is
re-advertising a full-time Serials Librarian position, GS-1410-11/12.
Please note that the annoucement below is for Status Candidates &
Noncompetitive, Reinstatement, CTAP and ICTAP Eligibles, and Eligible
Veterans.  The closing date for this announcement is October 13.  A link to

DUTIES: This position is located in the Bureau of Administration, Records
and Publishing Services, Office of Information Programs and Services,
Library Division, (A/RPS/IPS/LIBR). The incumbent of this position serves as
the Serial Librarian carrying out the following duties:

        *       Develops and implements procedures for the selection and
acquisition of serials publications;

        *       Selects publications from a variety of hard copy and
electronic sources, including commercial, society, university press and
publisher's announcements, bibliographies, scholarly journals and
recommendations from the Information Services Branch and Departmental
personnel;

        *       Assembles and verifies bibliographic and cost data for the
acquisition of new and renewal serials subscriptions for the Library,
bureaus and overseas posts; determines the source of supply and format for
publications to be ordered through domestic and foreign channels in
accordance with Federal acquisition regulations;

        *       Develops, coordinates and monitors the Department-Wide
periodical and newspaper contracts;

        *       Serves as Contracting Officer for serial purchases within
the simplified acquisition threshold; and manages the online serials
holding/management function.

QUALIFICATION REQUIREMENTS (OPM Qualification Standards for General Schedule
Positions):  Applicants must have the required experience or education as
described below and meet any selective factors, when specified.
BASIC REQUIREMENT: Basic requirements for Librarians: all Librarians in the
Federal competitive civil service must meet the requirements for
professional education in library science or possess equivalent experience
as shown in A, B, C or D as follows
                        A.      Completion of 1 full academic year of
graduate study in library science in an accredited college or university, in
addition to completion of all work required for a bachelor's degree; OR
                        B.      A total of at least 5 years of a combination
of college-level education, training, and experience. To qualify on this
basis, the applicant must establish conclusively that the education,
training, and experience provided a knowledge and understanding of the
theories, principles, and techniques of professional librarianship; a
knowledge of literature resources; and the knowledge and abilities essential
for providing effective library and information services.

Specialized Experience: In addition to meeting the Basic Requirements above,
applicants must have one year specialized experience equivalent to the next
lower grade level.

At the GS-11 Grade Level

At least one year of specialized experience (equivalent to the GS-09 level
in the Federal Service) or Education- 3 full years of progressively higher-
level graduate education in library science or doctoral degree (Ph.D. or
equivalent) related to the position.

At the GS-12 Grade Level
At least one year of specialized experience equivalent to the next lower
grade level.

Specialized experience is experience, which has equipped the applicant with
the particular knowledge, skills, and abilities necessary to perform
successfully the duties of the position and is related to the work of the
position. Qualifying experience includes: experience that has demonstrated
the ability to perform one or more of the functional areas of work covered
by this series; to understand the concepts, theories, new developments, and
co-relationship of information in related fields; and to maintain up-to-date
information on the state of the art. Examples of qualifying specialized
experience are:

        *       Experience in resolving collection development and
acquisition issues, i.e., evaluating the merits of various publications,
identifying materials that meet current needs, developing policies or
procedures for use by others, negotiating terms with publishers or vendors
for serials, both print and electronic.

        *       Experience in the management of serials publications of a
major library collection.  Skill and ability in surveying serials holdings
to ensure comprehensiveness and applicability of holdings.

        *       Experience in the management of automated serials management
systems.

        Applicants must meet all qualification requirements, including
time-in-grade and time after competitive appointment requirements, by the
closing date of the announcement.


RANKING FACTORS: Applicants who meet the qualification requirements
described above will be further evaluated by determining the extent to which
their education, experience, training, awards and supervisory appraisal
indicate they possess the knowledge, skills, and abilities described below.

1. Ability to plan and carry out Library acquisitions and Federal library
procurement activities for serial publications in all formats from domestic
and international sources.
2.  Knowledge of a range of library and information science concepts,
theories, principles, practices, and procedures, including specialized
knowledge of collection development, selection, and bibliographic
verification sources.

3. Experience in coordinating activities in a collaborative working
environment with a diverse clientele.
4. Knowledge of integrated library systems, in particular of the
acquisitions and serials control modules, and library applications for
automated technologies.

semester hours).  If requested in the vacancy announcement, please provide
proof of eligibility (e.g. transcripts, Form 1170/17, List of College
Courses).
Applicants with foreign education must submit an evaluation of their course
work by an organization recognized for accreditation or by an accredited
U.S. college or university.
WORK EXPERIENCE AND OTHER QUALIFICATIONS
In addition, applicants must provide information on their work experience,
both paid and non-paid, that is related to the position for which they are
applying, including:

ADDITIONAL INFORMATION
1.      All current Federal employees and reinstatement eligibles must
submit their most recent performance appraisal and a SF-50 showing proof of
competitive status.  (If a current performance appraisal does not exist, a
form DS1812 (Applicant Appraisal) or equivalent form from another agency,
signed by the current supervisor is acceptable, or if the performance
appraisal of record does not fully address the ranking factors, the DS1812
may be submitted.)
2.      All non-competitive eligibles must submit proof of eligibility.
3.      All applicants claiming veterans' preference must provide proof of
eligibility.
4.      All other applicants (non-status) must submit information identified
above.
5.      All applicants must submit information that addresses the ranking
factors.
6.      All applicants should submit SF-181, Race and National Origin Form
(for statistical purposes only).

DISPLACED EMPLOYEES REQUESTING SPECIAL SELECTION PRIORITY CONSIDERATION
UNDER THE INTERAGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP)

If you are a displaced Federal employee, you may be entitled to receive
special priority selection under the ICTAP.  The following categories of
candidates are considered displaced employees:
        A.  Current or former career or career-conditional (tenure group I
or II) competitive service employees who 1) received a specific RIF notice;
or 2) separated because of a compensable injury whose compensation has been
terminated and whose former agency certifies that it is unable to place; or
3) retired with a disability and whose disability annuity has been or is
being terminated; or 4) upon receipt of a RIF separation notice retired on
the effective date of the RIF and submits a SF-50 that indicates "Retirement
in lieu of RIF"; or 5) retired under the discontinued service retirement
option; or 6) was separated because he/she declined a transfer of function
or directed reassignment to another commuting area.
        B.  Former Military Reserve or National Guard Technicians who are
receiving a special Office of Personnel Management disability retirement
annuity under Section 8337(h) or 8456 of Title 5 United States Code.

To receive this priority consideration, you MUST:
        1.  Submit a copy of the appropriate documentation, such as a RIF
separation notice, certificate of expected separation, Standard Form 50
Notification of Personnel Action stating you were separated by RIF, or a
letter from OPM or your agency documenting your priority consideration
status, with your application package.
        2.  Apply for a position at or below the grade level of the position
from which you have been separated and that does not have a greater
promotion potential than the position from which you were separated.
        3.  Apply for a position in the same local commuting area from which
you were separated.
        4.  Provide your current (or last) performance rating of record
which must be at least fully successful or equivalent.
        5.  Provide all required information specified in the vacancy
announcement, e.g.SF-50s, performance appraisals, transcripts, etc.  Failure
to comply with ALL the instructions in the vacancy announcement will result
in non-consideration for the vacancy.
        6.  File your application by the vacancy announcement closing date.
        7.  Be determined "Well-Qualified" for the position.  Well-qualified
means an employee who meets all eligibility and qualification requirements,
including any selective placement factors, medical qualifications, minimum
educational and experience requirements, and physical qualifications (with
reasonable accommodations as appropriate), and is rated above minimally
qualified candidates in accordance with the Department's Merit Promotion
process.


SPECIAL SELECTION PRIORITY
FOR SURPLUS OR DISPLACED DEPARTMENT OF STATE EMPLOYEES

CAREER TRANSITION ASSISTANCE PROGRAM (CTAP)  - If you are currently an
employee of the Department of State you may be entitled to special selection
priority under the Department's Career Transition Assistance Program (CTAP).
To receive this priority consideration you must:

(1)     Have a Reduction-in-Force (RIF) separation notice, a proposed notice
of removal for declining a directed reassignment or transfer of function
outside the local commuting area, a Certificate of Expected Separation or
other official certification issued by the Department indicating the
position is surplus.  For example, a notice of position abolishment or a
notice stating your eligibility for discontinued service retirement.
(2)     Hold a position at GS-15 or below (or equivalent) and be (a) a
current career or career-conditional competitive service employee in tenure
group 1 or 2; (b) an excepted service employee serving on an appointment
without time limit who has been given noncompetitive appointment eligibility
and selection priority by statue for positions in the competitive service;
or (c) an employee serving on a Schedule A or B excepted appointment,
provided that the position to which applying has the same appointing
authority (i.e., Schedule A or B) of the position from which being
separated.
(3)     Submit proof of your eligibility for the CTAP program with your
application.  For example, a copy of a notice of proposed removal for
declining a transfer of function outside the commuting area or for declining
a directed reassignment or a notification issued by the Department
indicating that your position is surplus.
(4)     Be applying for a position that is at or below the grade level of
the position from which you will or may be separated.  The position for
which you are applying must not have greater promotion potential than the
position from which you will or may be separated.
(5)     Have a current (or last) performance rating of record of at least
fully successful or equivalent.  Your rating of record must be submitted
with your application package.
(6)     Be currently employed by the Department and be (a) in the same
commuting area as the announced position or (b) occupying a position beyond
the local commuting area.  An eligible employee occupying a position outside
of the local commuting area of the position will not receive priority
consideration over an eligible displaced or surplus employee in the same
commuting area as the announced position.
(7)     File your application within the timeframes stated in the vacancy
announcement and meet all the application criteria (e.g., submit all
required documentation, etc.).
(8)     Be physically qualified, with reasonable accommodation where
appropriate, to perform the essential duties of the position.
(9)     Meet the basic qualification (including selective placement factors)
and eligibility requirements for the position, including any medical
qualifications, suitability, security, and minimum educational and
experience requirements.
(10)    Meet any special qualifying condition(s) that OPM has approved for
the position.
(11)    Be able to satisfactorily perform the duties of the position upon
entry.
(12)    Be rated well-qualified for the position.  To be considered
well-qualified CTAP applicants must (a) meet the quality rating factor
levels as determined by the Department; or (b) be rated by the Department to
be above minimally qualified in accordance with the specific rating and
ranking process developed for the position.  Generally, this means that the
individual may or may not meet the Department's test for "highly qualified,"
but would in fact, exceed the minimum qualifications for the position.
