Travel and relocation expenses for this position will be the responsibility
of the selectee and will not be paid by the Government.
Applicant must be able to type 25 wpm.
Applicants who meet the minimum qualifications will be rated and ranked on
the knowledges, abilities, skills, and other characteristics (KASOC's)
listed in this announcement, as documented in their application package.
Typing speed/errors must be documented on application/resume or you may
submit a self certification form (OPM Form 1170, "Supplemental
Qualifications Statement Typing and Shorthand Skills GS-2/7") available at
any Federal personnel office or Office of Personnel Mangement Service
Center.
Status candidates who wish to be considered under both merit promotion and
competitive procedures must submit TWO complete applications.  When only
one application is received, it will be considered under the merit
promotion program only.
Applications must be received in the Personnel Office by the closing date
of the announcement to be considered.
Applications will be accepted from non-status applicants.
Department of the Interior (DOI) Career Transition Assistance Plan (CTAP)
procedures apply in filling this vacancy.  5 CFR 330, Career Transition
Assistance for Surplus and Displaced Federal Employees requires the
following order of selection for this position:
(a) At Bureau Option, Internal (within Interior) personnel actions not
covered by SSP/CTAP (listed in 5 CFR 330.606(d) of the CTAP regulations).
(b) Well-qualified DOI SSP candidates for any vacancy within the LCA.  A
well-qualified SSP eligible must be selected unless that selection would
cause another employee to be separated by RIF.  Surplus and displaced
employees may be selected without regard to tenure/subgroup order.
(c) At bureau option, Internal actions not subject to the RPL (for example,
any competitive/noncompetitive action on a permanent DOI employee).
(d) Qualified RPL candidates in the local commuting area.
(e) At bureau discretion, any former displaced well-qualified DOI employee,
including a well-qualified RPL candidate from outside the local commuting
area who applies.
(f) Well-qualified displaced applicants from other Federal agencies (ICTAP
applicants) in the local commuting area.
(g) Other outside applicants (other agencies, nonstatus, etc.).
To be considered well-qualified under the provisions of CTAP: SSP and ICTAP
eligibles must earn a minimum score of 85 (prior to the assignment of
veteran's preference points).
OPM QUALIFICATION STANDARDS: GS-03, 6 months general experience, OR
1-academic year above high school; GS-04, 1-year general experience OR
2-academic years above high school; GS-05, 1 year specialized experience
equivalent to at least GS-04 in the Federal Service, OR 4-academic years
above high school; GS-06, 1-year Specialized experience equivalenet at
least GS-05 in the Federal Service.  GENERAL EXPERIENCE is progressively
responsible clerical, office, or other work that indicates ability to
acquire the particular knowledge and skills needed to perform the duties of
the position described below.  SPECIALIZED EXPERIENCE is experience that
equipped the applicant with the particular knowledge, skills, and abilities
(described below) to perform successfully the duties of the position, (also
described below) and this is typically in or related to the position. For
GS-03, and GS-04 NON-STATUS and STATUS Applicants applying to be considered
under Office of Personnel Management (OPM) Competitive procedures must
submit a copy of their 'NOTICE OF RESULTS' showing proof of passing the
Clerical/Administrative Test issued by OPM. Status candidates applying only
under Merit Promotion procedures will be rated against the KASOC'S.

STATEMENT OF DUTIES:
Incumbent provides user assistance at circulation desk.  Maintains the
library's reading room by reshelving, adding new issues and removing old
issues ready shelving or circulation.  Maintains library circulation
records on both automated and manual systems. Recalls materials from
borrowers when items are overdue to requested by others.  Shelves and files
library materials to make them available to users.  Processes employee
clearance forms received, which includes checking automated and manual
files for charge-outs, using e-mail to coordinate the clearance with other
US Geological Survey (USGS) libraries and alerting USGS of items held by
clearing employees.

KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1.  Ability to work with a high degree of accuracy.
2.  Ability to communicate interpersonally with staff and a wide variety of
library clientele.
3.  Ability to deal with a wide variety of library clientele.
4.  Ability to use a computer keyboard and MS Windows based computer
software applications.
5.  Knowledge of Library operations.(Selective Factor for GS-5, and GS-6)
6.  Ability to identify/recognize bibliographic information, such as title,
author, issue number etc., in a foreign language. (Selective Factor for
GS-06)
