During the JAC discussion that was initiated on 2004-04-08 there was some
discussion as to the merit of the proposal. There is no clear consensus from
the submitted comments. Various sites, including
http://www.geocities.com/latgalian/, seem to indicate that there is a
distinct difference between Latgalian and other related languages. See also
official Latvian documentation at

interpret from a purely linguistic point of view).
