Yes, there are many elements in the data dictionary that are
mandatory and those same elements in the schema are optional (as you have
noticed). This was done at the request of several early implementors who
found the large number of required elements too burdensome- much of the
"required" data was difficult or impossible to supply.

By the way, a new version of the MIX schema that conforms to the new
edition of the data dictionary will be release for review and testing in
about two weeks. You might want to wait for that.
