For either encoding=w3cdtf or iso8601 you can use the time portion (or any other expression within those standard encodings). We probably should add some examples to the guidelines to make this clear.

Dear All. Has anyone been using the time bit of the w3cdtf in
mods:dateIssued or any of the other date fields in originInfo? I just note
that the format allows the expression of time (Thh:mm), but the MODS
guidelines don't mention the use of it. We are describing off-air recordings
of radio broadcasts, so capturing the start time of the broadcast is
important to us.
