I got a note back from the Oxygen developer which points to the
namespace issue you mentioned. As he puts it "You cannot bind the xml
namespace to other prefix than xml. In fact looking into the schema
file the ns1 prefix is not even used."

The first draft of MADS works when creating new documents (my concern).
The second does not.
I still think there's something fundamentally wrong with MADS that I'll
be happy to demonstrate if the LoC can post a properly-functioning
version. I don't have time to hassle with an XML Schema, other than to
feed my editor the url and have it work.
