Attached are the resolutions passed at the national conference in Rapid City, South Dakota.  The
resolutions are listed by regional conference and include NLS's response.

 Midlands Conference of Librarians
2004 NLS Conference Resolutions


1.         The Midland Conference would like to:

Thank the National Library Service for the Blind and Physically Handicapped, particularly Steve
Prine and Jean Moss, for their hard work in planning the 2004 NLS conference.

NLS RESPONSE:  Thank you.

2.   Thank the South Dakota Regional Library for their hospitality in hosting the 2004 NLS
conference.

NLS RESPONSE:  Concur.

3.   Extend our appreciation for the welcome sign at the Rapid City Airport.

NLS RESPONSE: Concur.

4.   Congratulate Michael Moodie on being appointed deputy director of the National Library
Service for the Blind and Physically Handicapped.

NLS RESPONSE:  Thank you.

5.   Congratulate Margaret Wolfe of the Washtenaw County Library for the Blind and
Physically Handicapped on being awarded one of the New York Times 2003 Librarians awards.

NLS RESPONSE:  Concur.

6.   Thank the Holiday Inn van driver for all his assistance and information during our stay in
Rapid City.

NLS RESPONSE:  Concur.

7.   Thank Laura Weld of the Kent District Library for the Blind and Physically Handicapped
for arranging a private tour of the Journey Museum.

NLS RESPONSE:  Agree.

8.   Thank Ellie Sevdy and Catherine A. Durivage for hosting the 2003 Midlands Conference.

Northern Conference


Resolutions Passed at the May 2, 2004, Business Meeting
Rapid City, South Dakota

1.   In recognition and appreciation for their hard work, dedication, and organizational skills
 in putting together a meaningful, informative, and enjoyable conference, the members of the
Northern Conference wish to extend their appreciation to Kurt Cylke and his extraordinary staff.
The Northern Conference would like to extend a special thanks to Steve Prine and his staff for all
their hard work in bringing together a successful conference.

NLS RESPONSE:  Thank you.

2.   The Northern Conference wishes to extend their utmost appreciation to Daniel Boyd and
the staff of the South Dakota Braille and Talking Book Library for hosting a most successful
conference and for their warm hospitality.

NLS RESPONSE:  Agree.

3.   In recognition of her many years of dedicated service to the patrons of the District of
Columbia Regional Library for the Blind and Physically Handicapped and the National Library
Service, the Northern Conference wishes to extend its congratulations and best wishes to Grace
Lyons on her retirement.

NLS RESPONSE:  Concur.


Southern Conference Resolutions


Rapid City, South Dakota, May 2004


1.   Whereas the National Library Service for the Blind and Physically Handicapped will
celebrate its seventy-fifth anniversary in 2006; and,

Whereas the United States Postal Service (USPS) is the network's most important service
partner; and,

Whereas an NLS commemorative stamp will provide nationwide public awareness at no cost to
NLS or network libraries;

Be it resolved that the Southern Conference encourages NLS to request a seventy-fifth
anniversary USPS stamp in a first-class mail denomination.

NLS RESPONSE:  This is in process.

2.   Whereas Courtney Deines-Jones and the ALA/NLS Standards Revision Committee have
demonstrated a commitment to standards excellence in draft documents;

Be it resolved that the Southern Conference pledges its continuing support and commends the
Standards Revision Committee for outstanding service to the program and profession.

NLS RESPONSE:  Noted.

3.   Whereas Network libraries supplement and diversify the national collection via local
recording programs; and,

Whereas the Quality Assurance (QA) program exists to promote high production and artistic
values in audio recording; and,

Whereas network libraries are increasingly adopting digital recording
equipment and methods for local audio magazine and book production; and,

Whereas the Multistate Center East will not accept network digital files until receiving new QA
review guidelines;

Be it resolved that the Southern Conference encourages NLS audio engineers to write and
distribute QA standards for digital products at their first opportunity.

NLS RESPONSE:  Agree; these standards are being developed.

4.   Whereas NLS has completed a revealing survey of current talking-book customers; and,

Whereas NLS last released a national eligible user population study in 1979; and,

Whereas Network libraries depend on reliable prevalence statistics for outreach planning and
funding requests; and,

Whereas adaptable sampling models already exist in low-vision and
rehabilitation literatures;

Be it resolved that the Southern Conference encourages NLS to replace the obsolete 1979 AFB
survey findings with current, valid figures by 2006.


NLS RESPONSE:  This will be included as part of Deborah Toomey's Patron Assessment
Project.

5.   Whereas no LBPH could independently survive without the financial and administrative
support of a "parent" organization; and,
 Whereas NLS, despite providing valuable consultative and material assistance, could not
possibly provide the needed financial and administrative assistance to the fifty-seven regional
and seventy-seven subregional libraries throughout the United States; and

Whereas libraries of all design are struggling in difficult economic and insecure atmospheres;
Now, therefore be it resolved that the Southern Conference encourages NLS to acknowledge the
important contributions of these parent institutions to the community of persons with print
disabilities.

NLS RESPONSE:  NLS will look for ways to implement this recommendation.

6.   Whereas talking-book customers are entitled to a full range of library services; and,

Whereas network libraries are committed to improving customer
convenience and independence; and,

Whereas any public library user community would consider local services lacking remote
collection access via an OPAC inadequate and unacceptable;

Be it resolved that the Southern Conference supports READS OPAC development and
deployment as a top NLS automation priority.

NLS RESPONSE:  This is in development with the READS contractor.

7.   Whereas Michael Moodie excelled in chairing the NISO digital-talking-book
specifications committee; and,

Whereas he has demonstrated skill and dedication in all his NLS positions and roles; and,

Whereas he continues to bring the network technological innovations such as digital content
distribution;

Be it resolved that the Southern Conference congratulates Michael Moodie upon his appointment
as NLS deputy director.

NLS RESPONSE:  Thank you.

8.   Whereas Gerald A. "Jerry" Buttars contributed over thirty distinguished years of service
to the talking-book program; and,

Whereas he received the American Library Association's Francis Joseph Campbell Award for
outstanding achievements serving people with print disabilities; and,

Whereas Network colleagues and customers hold in high regard his professionalism, judgment,
creativity, and friendship; and,

Whereas he possesses charm and wisdom worthy of the finest Southern gentleman;

Be it resolved that the Southern Conference salutes Jerry Buttars, retiring director of the Utah
Regional Library, and bestows upon him honorary life membership in the Southern Conference.

NLS RESPONSE:  Agree.

9.   Whereas Grace J. Lyons served tirelessly as the director of the District of Columbia
Library for the Blind and Physically Handicapped for thirty-one years; and,

Whereas, she worked tirelessly promoting the service through community events, writing
newsletters, and creating handouts; and,

Whereas, she was active on boards and committees for such organizations as the D.C. Americans
with Disabilities Council, the D.C. Council of the Blind, and the National Federation of the
Blind; and,

Whereas she was also active with the founding of the American Library Association of
Specialized and Cooperative Library Agencies and as a member of the President's Committee on
Employment of the Handicapped and other national organizations;

Be it resolved that the Southern Conference honors Grace J. Lyons on the occasion of her
retirement and notes that her participation in the network of librarians serving blind and
physically handicapped readers and her leadership in providing service to persons with print
disabilities will be missed.

NLS RESPONSE:  Agree.

10.  Whereas Barbara Goral was director of the Colorado Talking Book Library for nineteen
years; and,

Whereas, she was always willing to "roll up her sleeves" and assist the small staff of the
Colorado Talking Book Library with whatever work was needed; and

Whereas, she worked diligently with the Friends of Colorado Talking Book Library, increasing
their funds from $4,000 to a current total of almost $1.7 million;

Be it resolved that the Southern Conference congratulates Barbara Goral on the occasion of her
retirement and wishes her well.

NLS RESPONSE:  Concur.

11.  Whereas Linda Stokes has ably served as Southern Conference treasurer since 1998
(amended by Linda); and,

Whereas she keeps track of Southern Conference membership and collects dues; and,

Whereas she maintains the Southern Conference budget;

Be it resolved that the Southern Conference commends Linda Stokes for her many years of
dedicated service as conference treasurer, and expresses gratitude for her continued service.

NLS RESPONSE:  Concur.

12.  Whereas Deenie Culver is a founding member of the Southern Conference of Librarians
serving the Blind and Physically Handicapped; and,

Whereas, she served as chairman of the Southern Conference from 1983-1985; and,

Whereas, she has served skillfully and continuously as secretary of the conference since 1991,
maintaining an excellent record of conference activities;

Be it resolved that the Southern Conference thanks Deenie Culver for her many years of
dedicated service to the conference and expresses gratitude for her continued service.

NLS RESPONSE:  Concur.

13.  Whereas Dan Boyd, South Dakota regional librarian, coordinated local arrangements for
the Rapid City biennial conference; and,

Whereas attendees enjoyed the hospitable accommodations and scenery;

Be it resolved that the Southern Conference thanks Dan Boyd for a wonderful conference
experience.

NLS RESPONSE:  Concur.

14.  Whereas David and Kay Holloman hosted the Spearfish Canyon reception; and,

Whereas conferees indulged in splendid wines and delicious appetizers; and,

Whereas the scenic venue promoted relaxed discussions and conference unity;

Be it resolved that the Southern Conference thanks David and Kay Holloman for an elegant and
memorable outing.

NLS RESPONSE:  Concur.
15.  Whereas Steve Prine and Jean Moss coordinated the Rapid City biennial conference; and,

Whereas conferees enjoyed excellent hotel and meeting accommodations; and,

Whereas program content was stimulating and engaging; and,

Whereas social events fostered pride in our nation's heritage and natural endowments;

Be it resolved that the Southern Conference expresses gratitude to Steve and Jean for exemplary
conference arrangements.

NLS RESPONSE:  Concur.


Western Conference Resolutions 2004


1.   Whereas the National Library Service for the Blind and Physically Handicapped and the
South Dakota Braille and Talking Book Library assembled an outstanding effort and did an
excellent job in hosting the 2004 Annual Conference of Librarians Serving the Blind and
Physically Handicapped;

Whereas they provided a welcoming environment, excellent accommodations, outstanding
programs, and breakout groups that generated much discussion;

Whereas speakers at the conference were knowledgeable, informed, and entertaining;

Be it resolved the Western Conference sincerely thanks Frank Kurt Cylke and his staff, and Dan
Boyd and his staff for a well organized, informing, and entertaining National Conference this
May of 2004.

NLS RESPONSE:  Thank you.

2.   Whereas Kay and David Holloman of Keystone Systems provided and hosted a
wonderful reception with wine and hors d'oeuvres at Spearfish Lodge in the picturesque
Spearfish Canyon;

Be it resolved the Western Conference of Librarians Serving the Blind and Physically
Handicapped expresses our warmest regards and thanks to all those responsible for an excellent
conference;

NLS RESPONSE:  Concur.
 3.   Whereas the Western Conference of Talking Book Librarians meeting at the National
Conference in Rapid City, South Dakota, May 2-6, 2004; and

Whereas the Western Conference libraries are seriously concerned about shelving space
problems caused by the ever-growing number of cassettes;

Be it hereby resolved that the Western Conference librarians strongly urge the National Library
Service to re-examine copy allotment policy and allow some libraries to have larger allotments
and other libraries to have zero or one allotment of some titles in order to make space available
for new titles. We thank NLS for their consideration of this resolution.

NLS RESPONSE:  NLS is looking at all aspects of book production and distribution as they
relate to digital books.  This capability of zero defaulting for a title may well be a part of the
process for handling digital books.  However, this will occur only when the availability of titles
not maintained at a library can be assured.  For cassettes, regional libraries may want to emulate
the Alabama-Mississippi model in which the former provides RCs below 30,000 to the latter's
patrons under a contractual agreement.  NLS would be interested in receiving documentation
from regional libraries justifying the need for a larger quantity of new titles.

4.   Whereas the Western Conference of Librarians Serving the Blind and Physically
Handicapped met at the National Conference in Rapid City, South Dakota, May 2-6, 2004; and

Whereas Gerald "Jerry" Buttars has been an exemplary leader, friend and mentor to librarians
serving the blind and physically handicapped; and

Whereas Jerry has been chair of the Western Conference of Librarians Serving the Blind and
Physically Handicapped; and Whereas Jerry has been an active regional librarian in Utah; and

Whereas Jerry has contributed to many NLS committees and programs; and

Whereas Jerry has announced his retirement on April 30, 2004; and

Be it hereby resolved that the Western Conference of Librarians Serving the Blind and Physically
Handicapped congratulates Jerry on his retirement and expresses its sincere appreciation for his
work on behalf of the talking-book patrons of Utah and his friendship and leadership in the
Western Conference.

NLS RESPONSE:  Concur.

5.   Whereas the Western Conference of Librarians Serving the Blind and Physically
Handicapped met at the National Conference in Rapid City, South Dakota, May 2-6, 2004; and,

Whereas Barbara Goral has been an exemplary leader, friend, and mentor to
librarians serving the blind and physically handicapped; and

Whereas Barbara has been chair of the Western Conference of Librarians Serving the Blind and
Physically Handicapped; and

Whereas Barbara has been an active regional librarian in Colorado; and

Whereas Barbara has contributed to many NLS committees and programs; and

Whereas Barbara has announced her retirement; and

Be it hereby resolved that the Western Conference of Librarians Serving the Blind and Physically
Handicapped congratulates Barbara on her retirement and expresses its sincere appreciation for
her work on behalf of patrons of the Colorado Talking Book Library and her friendship and
leadership in the Western Conference.
