Since NAR no 98069349 (Nelson, James) is not currently RDA, I thought we were supposed to reevaluate the heading when coding to RDA. In that case, wouldn't one of the factors considered during the reevaluation be conflict with both other NAF established headings as well as with headings in bibliographic records in the "file against which cataloging and searching is being done"? In other words, shouldn't the pre-RDA records being reevaluated be treated as if they were new headings, such that Personal Name FAQ #15 and/or #16  would apply?
That said, I agree that NAR no 98069349 should be retained rather than being cancelled in favor of a new NAR.
