Ian,
If the composer had nothing to do with the creation of the libretto (that
is, the textual work), then there isn't really a good reason to provide an
access point for the composer alone. There isn't really a relationship of
the composer to the libretto as a work.
On the other hand, there is a clear relationship between the libretto as a
textual work and the musical work, and that is where the relationship
designator "libretto for (work)" comes into play. Since the musical work
is named by combining the AAP for the composer and the preferred title for
the musical work, you end up with something like this, which expresses the
relationship:
100 AAP for librettist, $e librettist.
245 Title of libretto / $c ...
700 $i Libretto for (work): $a AAP for composer. $t Title of musical
work.

I suppose that is because the lyricist (who also happens to be the composer) is mentioned first in the statement of responsibility. The first time I looked at this example, I saw that the person in field 100 is the composer. But no subfield e composer is present. I wondered whether a second field with the same heading, with |e composer, would be present (it would have to be tagged 700). There's a 700 field for that heading with subfield i containing the relator term Libretto for (work). But I don't understand that field, because the term libretto is also in parentheses following the title in subfield t. (A libretto for a libretto? That's how it reads to me.)
