There aren't really multiple exceptions.
Any newly created NAR may have nonroman references and nonroman in 670s.
Any NAR created before mid-July may have new nonroman references and nonroman in new 670s IF it contains the 667 "Machine-derived non-Latin script reference project."
A NAR created before mid-July may not have such things if it does NOT contain the 667 "Machine-derived non-Latin script reference project."

This would have been better if powers that be had said "Only OCLC
will create, modify or delete non-Latin 4XX fields for any kind of
authority record until <date>". The multiple exceptions are confusing.
