The 100 should be changed to Maple, Terry L. if that is the predominant form, or if no predominant form then the most current. Since the author has experessed a preference, that's another reason to change it. The existing 100 can be made a 400 and should either have $w nne if the reference is valid in RDA (which it certainly is), or $w nnea if the reference is not a valid form in RDA.
When 1XXs are changed, you don't have to report them to LC. See Guidelines for Reporting NACO BFM at http://www.loc.gov/aba/pcc/naco/bfmguide.html At some point, LC should change the access points on their bib records and these should be propagated to the LC records in OCLC.
You are correct that only controlled headings in OCLC will automatically flip to the new form. For others you have to either control them with the new form yourself, report them to OCLC, or hope and pray that someone else some day will do that. (I don't like relying on the last option).
