I looked back over the versions we started with after the May meeting, and I
think the new version is a good blend of both statements.  With respect to
the comments about documentation, it would be easy to insert "authoritative
and up-to-date documentation" after "development of standards" in the last
paragraph.

I scanned the tactical plan to see if the values statement resonates with
it, and indeed it does.  In light of all the effort we plan to make to
influence the utilities, local system vendors,and other agencies to
accomplish exchange of program records, real-time upload from local systems,
automatic notification of BFM, etc., etc. it might be a good idea to
strengthen the third paragraph by adding "collaboration and partnerships"
after "cooperation" and appending to "service to the user" something like
"among libraries and the organizations that serve them."

Second, the international component of the program is not made explicit.
Might it be a good idea to insert "around the world" after "many
institutions" in the first paragraph?

Finally, is it clear in the first paragraph that "cataloging records" means
both bibliographic and authority records, or would it be better to
substitute "bibliographic and authority records" for "cataloging records"?

Just some thoughts.  I don't feel strongly about any of these suggestions,
so if it's too late to comment, feel free to ignore this message.
