Fortunately I received your message just as I'm about to depart for a week. Yes, there is a pre-pre-specification,  at http://www.loc.gov/z3950/agency/zing/srwu/specs.html
and I've just now put a link to it, from the new SRW/U home page at http://www.loc.gov/z3950/agency/zing/srwu/srw.html which is now linked from the ZING page http://www.loc.gov/z3950/agency/zing/zing.html

There is a private listserv for SRW/U discussion and I'll subscribe you.
