The only TCL SOAP package I know doesn't support https. My implementation
of SOAP in LambdaMOO can't support https either (but this isn't entirely
surprising or of much interest I expect). SOAPy and Soaplib don't but
another Python based package does, if the main interpreter is compiled
against SSL libraries. Ditto for PHP, some don't at all and one does if
the PHP interpreter is compiled specially for it.
I've not surveyed the C/C++/Java packages as it's much easier to link
to SSL libraries, and there are many of them.
