Presumably, the person who moves to a new institution that is not part of
the PCC might be able to persuade that institution to let him/her apply
for enhance (if on OCLC) and then let him/her be the sole contributor to
NACO/SACO/BIBCO at that institution.  There is no requirement that all
catalogers at a PCC library participate in the program.
