ISO 639 is used extensively for localization in the IT world.
For that it is essential to service the Norwegian market to have
two distinct products, one for Bokmål and one for Nynorsk.
If not, customers are lost.
For library use, I don't understand that it is not important to
record the language. Bokmål and Nynorsk is quite different,
and if I were an American reader with knowledge of Bokmål,
and the book was in Nynorsk and also available in Danish,
I would prefer the Danish version,
as Danish is closer to Bokmål than Nynorsk is.
