Subject: Disposal of Damaged TBMs and CT-1s through Lodestar
Recovery System
NLS awarded a contract to Lodestar Recovery System to
dispose of damaged TBMs and CT-1s that have been designated
as obsolete. An estimated 45,000 units will be disposed of
in the next two years. Lodestar is an Environmental
Protection Agency (EPA)-certified commercial contractor that
can handle the disposal of obsolete and damaged equipment.
Lodestar is required to record the serial and model numbers
of all machines received from libraries, repair facilities,
warehouses, and NLS. Lodestar will provide a signed monthly
machine-disposal report to certify that all solid-waste
disposal has been conducted in accordance with EPA
regulations. This report will be provided to the NLS
equipment control officer (ECO). An initial pilot disposal
run is being con-ducted with selected libraries during the
months of March and early April. After the pilot project is
concluded, libraries will be authorized to ship TBMs and CT-
1s to this contractor as needs occur. However, all
shipments of 500 or more machines should first be
coordinated with the ECO. The contractor has limited
storage capacity, so it is vital that libraries with large quantities
ship only the approved quantities of machines. Upon completion of the
pilot project, the shipping address and further instructions
will be provided via another Machines and Accessories
Report. Under no circumstances should TBMs and CT-1s be recalled from
patrons, nor should they be disposed of while in a proper
working condition. Please remember that you may offer
patrons a first or second disc player for long-term loan.
It is extremely important that once NLS has granted your
library shipping approval, TBM and CT-1 mailings to the
contractor should begin within one week. Any problems
should be reported to the NLS ECO.
