The current ANSI standard for Imaging Materials-Optical Disc Media Storage (ANSI IT9.25-1998) recommends the following:
"Containers made of paper and cardboard shall not be used. Containers shall be designed in such a way that neither the disc data nor label surface is in contact with the container when the container is stored in its proper vertical position."
It would therefore be better to store your CDs in jewel cases rather than envelopes.

This question falls outside of the scope of this listserv, but
probably is a practical issue we all face. I have been searching far
and wide for archival storage boxes for CD's. We generate large
amounts of CDR's that are placed in Tyvek envelopes, but next we want
to store them in 5" x 5" archival boxes. I have not had any luck in
locating boxes of the right dimensions through library suppliers,
office stores or via the web. Hence I thought that subscribers to
this listserv might have encountered and solved similar problems.
