For standard XSLT, which is what Saxon supports, I think this needs
to be the name for the XSLT namespace:
I am tempting fate by dipping my toes in the murky waters of XML
Namespaces, but my undestanding is that it is this xmlns:xsl
attribute which establishes the relationship between ("binds") the
prefix "xsl" and this name for the XSLT namespace. Unless that
relationship is established, Saxon won't recognise your qualified
element name xsl:stylesheet as belonging to the XSLT namespace,
and so it will reject your stylesheet.
