A reminder that this moratorium means that bibliographic records which
contain Chinese headings which fall into these parameters may not be
contributed to the BIBCO program (i.e., coded 042 pcc) during this
period.

Moratorium on NACO contributions in Chinese
This is a reminder that beginning August 1st, NACO libraries
should refrain from creating or changing authority records that
contain systematically romanized Chinese language data in 1XX, 4XX, or
5XX fields. This moratorium on the creation of, or change to any
authority record that contains (or will contain) systematically
romanized Chinese language data in access points will be in effect
during the conversion to Pinyin romanization. LC staff will refrain
from deleting authority records with systematically romanized Chinese
language data in 1XX, 4XX, or 5XX fields during this period as well.
This moratorium will ensure that all appropriate authority
records are converted by OCLC during the identification and conversion
process. It will also ensure that no new Chinese language elements are
introduced into the authority file that will be missed in the
conversion process, or worse, be converted twice, thereby introducing
errors into the file. The moratorium on the creation, change, and
deletion of authority records will continue through September 30,
2000.
OCLC and LC expect to complete the conversion of the estimated
180,000 authority records by mid-September. LC will distribute the
converted authority records to the three copy-holding participants in
NACO (the British Library, OCLC, and the Research Libraries Group
(RLG)) so that their copies of the national authority file remain in
sync with the master copy at LC. The Cataloging Distribution Service
(CDS) will make LC's converted bibliographic and authority records
available to its customers via its regular distribution of products
and services.
October 1st is the mutually agreed upon start date for the
implementation of Pinyin. LC and PCC participants will refrain from
using Pinyin for the formulation of systematically romanized access
points in bibliographic and authority records until that date.
