Dear FEDLINK Customer:
If you are projecting FY2000 surpluses in any of your FEDLINK
accounts or foresee an opportunity to use FY2000 surplus funds from
elsewhere in your agency, consider a 3-, 6-, 9- or 12-month
subscription for one or more of your electronic database services. A
subscription for the first quarter or longer will ensure continued
service even if your agency experiences delays in funds allocation for
FY2001.
Payment in advance for electronic publications is authorized under 31
U.S. Code 3324 (d)(2), which states:
"The head of the agency may pay in advance from appropriations
available for the purpose...charges for a publication printed or
recorded in any way for the auditory or visual use of the agency."

Once you decide to purchase a subscription, be sure to notify your
vendor representative of your intentions so that he/she may assist you
to do everything that is necessary to set up your subscription before
September 30. Remember that transfers among FEDLINK accounts may be
made any time up to September 20, 2000; new money may be deposited to
FEDLINK up to September 15, as long as competition is not required to
execute your purchase. Finally, if you buy a subscription for less
than 12 months, don't forget to register in FY2001 to finish paying
for the remainder of your 2001 service!
