Library. It's from an aviation list that he subscribes to. Perhaps
Congress will now mistakenly pour more funds into the real NACO instead of
this copy-cat organization:

As you flew around in the soup, did it ever bother you that the
"National Ocean Service" published your instrument approach plates?
Probably not, but having our aeronautical cartographers reside within
the Department of Commerce meant they didn't find many aviation-minded
people in their chain of command. Congress, in the wisdom of AIR-21,
decreed that the mapmakers should be moved lock, stock and plotter over
to the hopefully more appropriate FAA. As of October 1, the FAA
welcomed more than 300 new employees into the new National Aeronautical
Charting Office (NACO). Probably the only immediate change you will
notice is that the DOT and FAA logos will appear on your charts,
starting today. Keep up the good work in your new home, NACO!
