MARC21 is only the carrier of cataloging data. The rules for punctuation are
actually defined not by MARC but by whatever cataloging codes you're
following.

And I add this:
True, punctuation is dictated by "whatever cataloging codes you're
following", yet some are to be included within the MARC record and others have to be "system generated", as
MARC 21 Format for Bibliographic Data: Including Guidelines for Content Designation (1999)
specifically states in some cases. (E.g: the parenthesis around the series, fields, 440, 490, 830..., must not be included, but system generated).
As far as I know, only the MARC 21 format itself (non concise) states wich ones must not be included.
I guess you should try to get the
MARC 21 Format for Bibliographic Data: Including Guidelines for Content Designation (1999)
unless somebody knows another source.
