I just ran a quick test on one of my in-progress encoding jobs.
I did a bit of cutting and pasting to get the following:
<archdesc level="collection">
<did> ... </did>
<admininfo>
<accessrestrict></accessrestrict>
<userestrict></userestrict>
</admininfo>
<bioghist>...</bioghist>
<scopecontent>...</scopecontent>
<controlaccess>...</controlaccess>
<admininfo>
<prefercite></prefercite>
<acqinfo></acqinfo>
<processinfo></processinfo>
</admininfo>
<dsc> etc.
This parsed using nsgmls with no problems, so it doesn't look like the DTD will constrain you from doing what you suggested in your message.
The answer to your 2nd question above is also yes, so it looks like you've got options!
