The Office of Personnel Management (OPM) recently released a revised qualification standard for the GS 1410 Librarian series. The revision, effective January 1, 2001, is available on the OPM web site http://www.opm.gov/qualifications/SEC-IV/B/GS1400/1410.HTM. OPM will also distribute print transmittal notices about the revision to all federal personnel offices.
The revised qualification standard states that *all librarians must meet the requirements for professional education in library science or possess equivalent education and experience as shown for GS-7; however applicants typically enter at Grade GS-9 on the basis of a master*s degree in library science.* The FLICC Personnel Working Group worked with OPM staff to simplify and clarify the requirements for entry below the GS-9 level. On the group*s advice, OPM eliminated examples of library technician experience to qualify for professional positions and deleted the *or* in the *and/or* between experience and education, making education a requirement even at the GS-7 level.
OPM did not change the qualification standards for the GS-9, GS-11, GS-12 and above librarian positions. In addition to meeting the basic entry qualification requirements, applicants must have directly related education and/or specialized experience in the amounts required for the grade level as shown in an accompanying chart. The chart format is similar to that used in the Qualification Standards for General Schedule Professional and Scientific Positions and the GS 1412 Technical Information Services series.
