AREA OF CONSIDERATION:  Open to All Sources.

RELOCATION EXPENSES WILL NOT BE PAID

STATUS  CANDIDATES:    Current  Federal  employees  serving under permanent
appointments in the competitive service, or former employees
with  reinstatement eligibility will be considered under the agency?s Merit
Promotion procedures.  Those Status applicants who wish to also
receive  consideration  under  the  competitive  procedures  applicable  to
Non-Status applicants, must submit two applications.  Mark one application,
?Merit Promotion? and the other ?Delegated Examining?.

MAJOR DUTIES:  As a staff member of the Executive Office of the President
(EOP) Law Library, provides legal reference, research, and bibliographic
services in support of all EOP agencies.

Manages the EOP Law library that serves the White House Counsel?s Office as
well as all other members of the EOP legal community.  Supervises one
professional librarian and one library technician.

Performs reference and research services in specialized legal areas such as
federal and state legislation, administrative law, international relations,
and case law.

Performs literature searches and prepares bibliographies and legislative
histories using both printed resources and online databases.

Keeps usage statistics and prepares monthly statistical reports.

narrative  summary  of  your  experience  and/or  education which concisely
addresses  each  of  the Selective Factors and Quality Ranking Factors, and
(4)  if applicable, SF-15, Application for 10-point Veteran Preference.  In
addition,  please complete the attached EOP Applicant Background Survey and
submit  it  with the above documents.  This form is voluntary and optional.
It  will  not  be  part of or considered with your application.  It will be
used  for  statistical purposes only.  Prohibited political recommendations
with  respect  to  Federal  employment will be returned to the applicant in

SECURITY  CLEARANCE:   A  security clearance will be conducted.  Applicants
selected for employment must be 18 years old when appointed.

DRUG  TESTING:  The applicant tentatively selected for this position may be
required  to  submit  to urinalysis to screen for illegal drug use prior to
appointment.   After  appointment,  the  employee  will  be included in the
agency?s random drug testing program.

Applicants will be accepted from all qualified persons.  Consideration will

MINIMUM  QUALIFICATIONS  REQUIREMENT: Applicants must have education and/or
experience   in   accordance   with  OPM  standards.   Copies  of  the  OPM
qualification  standards are located in any Federal Personnel Office or may
be  found  at  OPM?s  website  www.opm.gov.   Candidates must have one year
specialized  experience  equivalent  to the next lower Federal grade level,
which is directly related to the line of work of the position to be filled,
and which has equipped the applicant with the particular knowledge, skills,
and  abilities  to successfully perform the duties of the position.   NOTE:
This  announcement contains Selective Factors, which are considered a basic
requirement  of  the  position.  Applicants who do not meet these Selective
Factors will not receive further consideration

SELECTIVE FACTORS:
1.    Expert knowledge of literature and information sources, including
online databases, in legal and legislative areas such as international law;
federal, local and state legislation; administrative law; government
contracts; case law.
2.    Expert knowledge of, and proven experience in, the management of a
law library, including the supervision of library personnel.

QUALITY RANKING FACTORS:
1.    Experience in compiling legislative and regulatory histories.
2.    Knowledge of the Library of Congress Classification system with
particular emphasis on the area of law.
3.    Knowledge of the rules of English grammar and syntax sufficient to
express ideas effectively both orally and in writing.
4.    Ability to meet and deal effectively with library clients both in
person and by telephone.
5.    Proven ability to maintain confidentiality.
