It looks like that needs to be clarified, since the last point in the
document says the following:
"New language codes may be considered for inclusion in both parts or in
ISO 639-2 only. If request is to add to ISO 639-1 it must also be added to
ISO 639-2 and satisfy the stated criteria."
I'll correct it.
