In terms of an overview, FLICC's 1994 census of federal libraries and
information centers showed that 52.7% of U.S.-based federal libs/info
ctrs provided some services to the general public; 40% considered the
general public among their primary clientele. I suspect that with
federal libraries taking on FOIA and e-FOIA responsibilities and
helping agencies support their public Web sites, those percentages are
significantly higher now. Since we have not collected samples of
public access policies, I am eager to see what federal libraries share
with the listserv about their individual policies on public access.
