Library in Watertown, Massachusetts.  The position

The following statements describe the principle duties to be
performed.  The statements are not intended to be a complete
description of all the requirements and responsibilities of
this position.

__GENERAL DESCRIPTION__


Administers the activities of the Braille & Talking Book
Library (BTBL) for the blind and physically handicapped in
compliance with the Library of Congress (LC) and the
National Library Service (NLS).  Assures compliance with the
Massachusetts Board of Library Commissioners (MBLC) contract
requirements and with the American Library Association (ALA)
guidelines and standards for the provision of library
services to blind and physically handicapped individuals.
Administers school and personnel policy as established by
the Director, the Board of Trustees of Perkins School for
the Blind, and library policy as established by the MBLC.
Prepares an annual operating budget, contractual bid
proposals, and represents the Library in the professional
and consumer community.

Supervises all Braille & Talking Book Library staff.

__PRIMARY DUTIES TO BE PERFORMED__


1. Administers the activities of the BTBL in compliance
with LC/NLS standards, MBLC contract requirements, the ALA
guidelines and standards for the provision of library
services to blind and physically handicapped patrons.

2. Administers policy as established by the School, the MBLC
and the CAB and makes recommendations to the Director and
the CAB as appropriate.

3. Hires, trains and evaluates staff in the BTBL in
cooperation with the Personnel Department.  Administers the
School's personnel policies and procedures and manages the
performance of the BTBL staff in consultation with the
Personnel Department.  Recommends disciplinary action as
appropriate.

4. Manages the operation, upgrade, maintenance, utilization
and planning for the technology needs of the BTBL including
ongoing development and improvement of the BTBL's automated
circulation and inventory management control system and
other technology requirements.

5. Administers and prepares for the Director the annual
operating budget, prepares administrative reports, grants
and bid proposals, makes recommendations to the Director for
equipment, staffing levels, and physical plan maintenance
and modification.

6. Develops annual objectives and action plans and provides
monthly and quarterly reports on program operation and goal
achievement to the Director, the MBLC, and the CAB.

7. Develops the agenda with necessary back-up materials for
the quarterly meetings of the CAB.

8. Coordinates and insures the provision of quality services
to patrons and expands library services to be community, as
needed, promoting a climate of public opinion and awareness
favorable to library development, expansion and improvement.

9. Coordinates the BTBL's interagency communications and
public education activities in conjunction with Perkins'
Public Relations staff and manages the production and
distribution of a quarterly newsletter to patrons.

10. Administers the BTBL's collection development program of
acquisition and production of recorded, Braille, electronic
and digital formats.

11. Develops and coordinates volunteer activities within the
BTBL.

12. Participates as a member of local, state and national
organizations serving the information needs of the blind and
physically handicapped.

13. Investigates additional sources of funding.

14. Performs other duties as assigned.

__MINIMUM QUALIFICATIONS__


1. Master's degree (MLS) from an ALA accredited graduate
library school, five (5) years public library experience,
five (5) years supervisory experience, and three (3) years
program management experience.

2. Effective written and oral communication skills.

3. Demonstrated skills in personnel and performance
management.

4.Previous experience in service delivery systems,
information and referral sources, grant performance and
special requirements for the provision of library services
for people with disabilities

5.  Ability to design, implement, manage and evaluate
complex programs and models.

6. Previous experience with the development, operation and
management of automated library technology systems.



__PREFERENCE MAY BE GIVEN FOR THE FOLLOWING:__



__Previous experience working with blind, deafblind,
visually impaired, physically disabled and/or multi-impaired
individuals.

__Previous experience in the development and management of
regional library services for persons with disabilities.

__Knowledge of Braille codes.
