I can tell you that the Open Knowledge Initiative folks
(http://web.mit.edu/oki/)
are looking pretty fondly at ODRL for storing rights management information for
Learning Objects. It seems to be the only alternative to XrML which has, as you
say, many problems. I'd vote that we look at ODRL first and will talk to
the OKI
people about their findings on it. Better that then making something up
ourselves...
