Queuing theory struck me as strictly a mathematical term. It's
difficult to think of waiting in line as a theoretical activity. The
McGraw-Hill Encyclopedia of Science and Technology does define queuing
theory as "The mathematical theory of the formatioon and behavior of queues
or waiting lines. The name is also applied loosely to the mathematical
study of a wide variety of problems connected with traffic congestion and
storage systems ..." So, on the basis of this definition and the bib record
that you cite, perhaps Queuing theory is valid for the book we're cataloging
even though it really looks weird. Thanks for your comments.

What if you added the free-floating subdivision SOCIAL ASPECTS
to WAITING (PHILOSOPHY) ? The only other heading I could find is
the mathematical one QUEUING THEORY. How about adding SOCIAL
ASPECTS to it?
You might want to take a look at OCLC record #1322934
(010 75-11607) which has TIME MANAGEMENT; QUEUING THEORY;
and SOCIAL INTERACTION.
