The scene described is from the beginning of chapter two of "The
Disposessed," by Ursula K. LeGuin. However, it doesn't take place on the
moon.

I am once again asking this knowledgeable group for help in identifying a
story. The requestor saw my web site The Moon and Science Fiction
<http://www.bibliography.com/moon> and has asked for help in identifying the
following:
"I am on a desperate search for a book and I stumbled upon your website
dedicated to moon science fiction.
The book contained a moon colony that was completely
utopian/anarchist/communist. The protagonist (who is from the moon) visits
earth on a special mission- especially rare since the moon colony restricts
all access from/to earth (they moved to the moon in rebellion). One short
story that sticks in my mind is a nursery scene: A baby is sitting in a
patch of sunlight when a larger baby comes up and sits in the patch too-
unconsciously pushing the first out of the way. The first pushes back and
gets angry, until a nursery attendant comes and takes the first baby away
from the sun, admonishing that if it cannot share, it cannot have it- since
nothing is ours to have. ... Ring a bell? I know, this is random and almost
hopeless, but I'm trying everything! Anyway, if you can help me, I'd
appreciate it."
It does sound familiar but I just can't place it.
