"252" and "x00FC" are just two representations of the code point of the
same character.

The "x" signifies to a parser that what follows is a hexadecimal (base
16) number rather than a decimal (base 10) one.
hex F = dec 15, hex C = dec 12, hex FC = (15 * 16) + 12 = 252
The two forms should be processed by software tools in exactly the same
way. I guess you could argue that an editor should preserve the
representation you choose to use, but it really shouldn't matter at all.
