Dear colleagues,

There seems to be agreement that some of the organizations that were listed
in the original proposal should be invited to appoint a "liaison officer" to
participate on email discussions in the JAC. However, there may be some
disagreement as to exactly which organizations should be granted such
"status".

I think that we have accepted the principle, but we need to vote on the
details.

I will send out a ballot on the "JAC voting list".
