The intent is that the order is implied (highest to lowest), for example,
for   "United States Forest Service Pacific Northwest Region"  the order
would be "United States",  "Forest Service" , "Pacific Northwest Region".  We
wouldn't need to add an attribute, as "Highest to Lowest" would always be
implied, but your observation is well-taken, we do need to add a note to this
