Well, no, I don't agree that you can do only do one level:
CqlString ::= Term | Term Boolean CqlString | "("Term Boolean CqlString")"
is recussive, so it could produce
(term boolean (term boolean (term boolean term))) and so on.
So I don't think there is an ambiguity problem.
