Nope. The urn (uri) points to a document that provides that info. In this
case, that document was registered with the maintenance agency. (Which
might well mean that it is a well-known index set.)

Yes, the indexes listed must be legal. Since I made up my bath example, I
can assert that they are legal. Reality may render my examples obsolete.

Utility does in fact refer to a utility index set that the ZIG will define.
I noticed while thinking about a DC index set, that there is no way to
specify an ALL search. You can search specific fields, but not all fields.
Some attribute set will want to fix that little hole. I propose the z39.50
Utility IndexSet.
