I think John Attig is right about seeking operational definitions of work
[et al.] as they pertain to serials.
John Esply wonders what a serial title change would mean in FRBR terms. My
initial thought is that there is not one answer. Serial titles change for
many reasons. Sometimes the change may be meaningless in FRBR terms: the
change in title signals no other changes. Other times the title may signal
a change in the content: for example a serial about New Haven becomes a
serial about Connecticut and changes its name accordingly. That's a new
work, but not because it changed its name. Had it kept its name, it would
still be a new work. Of course, only a few cases will be easy. That's why
it is so important for us to develop a solid understanding of FRBR concepts
and terms and why we will need operational definitions as well as
conceptual ones.
I hope that thinking about serials from an FRBR point-of-view will allow us
to see old problems and troublesome issues (like some aspects of title
changes) in ways that offer us opportunities to improve how we present
serials to our users.
