I have been really silent because I have been unable to keep up with the
pace given my other activities with NCIP et al.
I have been reading a lot that implies there would be a lot of behavior
rules -- if this isn't there do this. It seems to me that it might be hard
to get those understood in a cross domain environment. I am wondering if it
would be better just to have explicit data elements for everything even if
the data is redundant.
It's quite possible that I have misunderstood everything because my reading
has been quite sketchy.

I don't think it is that complicated.
If no records are wanted, it does not have to be omitted. You don't have to
say anything there.
If you want records sorted by fields, you must specify a schema. If you
want to specify the schema of the returned record, you must specify a
schema. Otherwise, you don't have to specify a schema.
