So, the board, by provisionally endorsing a specific unqualified DC schema
and MARC schema, is not saying that DC or MARC are necessarily what one
should use if they don't happen to have DC or MARC metadata; just that if
you do have unqualified DC or MARC you should use these specific encoding
schemes? Or is the board also encouraging the use of unqualified DC and
MARC for the description of digital objects?
