I had recently examined a systematic sample of finding aids and very, very
few institutions are encoding <controlaccess> in componenet levels--less
than 4% if I recall correctly. While there is certainly no harm in
encoding information in this way, the ability to search on or use
those fields would therefore be highly dependent on local software or
customization.
