Exactly. If you send some of my databases the term "x-ray" as a single
term, my search engine is going to turn that into a word list, whether you
intended it or not. (Whether the standard allows it or not.) But, that
parsing depends on my knowing that you thought it was a word. Different
normalization rules apply to strings.
