OK, but my point still pertains: the semantics of these qualifiers are
perfectly clear to anyone with half a brain. No-one who can't figure
out what they're supposed to mean has any business trying to implement
an IR protocol.
Anyway, I'm going to let this drop now. It still seems to me that the
document will be quietly filed in people's Never Read This folder, and
I'm trying to save you wasting time in writing it; but it looks like
you're determined, so I shall quietly step aside and hope that I'm
wrong.
