It's true that <accessrestrict> can only occur within <admininfo>, but a
finding aid can have more than one <admininfo> section. <admininfo> can
occur within <archdesc>, <archdescgrp>, and and <c01>-<c12> tag. Why not
just put an <admininfo> element in the relevant record group and put the
<accessrestrict> within that?
