Actually, I saw an interview with Verhouven in which he said that resulted
largely from budgetary problems. The lack of air support for the ground
troops early on was specifically mentioned. The nuclear weapons and power
suits of the book were obviously absent, to say nothing of armored vehicles,
artillery, etc.
